The theme of judging a book by its cover is something that is ages old that still stands true. That's the concept here. Obviously, the song isn't just about the wine being good even though there is "dust on the bottle". It's about the diamond in the rough scenario you find over and over again throughout life. I try to not judge people, places, or situations on that first impression you get based on appearance. I take that into consideration, but I don't make a final decision until I've got some more information.
This is a philosophy I think more people should use. There's a Brad Paisley song that applies to people more directly from a romantic perspective - see below. How do you really know what someone is like until you get to know them? "You don't" is the answer. Why not give people a chance and stop basing your judgments off of their outward appearance or what you believe to be true about the person. This is a special issue to me, because people tend to read me wrong when they first meet me. I'm not nearly as rough as I appear.
