I feel like these two songs go hand in hand. The more uptempo number works great by itself, but its even better following the slower, more insightful ballad. I enjoy Dick Van Dyke's narration in the middle of the first song, too. The melody and theme of "Chim" shows up in the film multiple times, but this short version is probably my favorite. "Step in Time" is probably one of my favorite musical dance routines in all of film. I especially enjoy seeing all the sweeps dancing through the house, singing "it's the master."
This is one of those movies that I loved as a kid that still holds up well today. I wish I could figure out what it is that makes a movie a last. For example, I just recently tried to rewatch Bedknobs and Broomsticks, and, having only seen it maybe once when I was very young, I didn't remember a lot of it. I did remember the seen at the end of the movie when all the suits of armor come to life to fight the Nazis...at least, I think that's what happens. I haven't finished my rewatch to be sure, because I just couldn't get on board with the movie as a whole. Mary Poppins on the other hand is still an enjoyable watch.
